Hope and Life Outreach (HALO) is a nonprofit organization based in Salisbury, Maryland, dedicated to providing essential services to the homeless and hungry in the community. Since its establishment in 2007, HALO has been committed to restoring dignity and offering a fresh start to individuals in need.
In 2007, HALO became its own 501(c)(3) nonprofit organization. The following year, it opened the HALO Bargain Center in the Kmart Shopping Center and launched its first “Code Blue” Women’s Shelter. In 2009, HALO expanded its services by opening a year-round shelter for women and mothers with children. The organization continued to grow, adding the HALO Café in 2010, a larger Bargain Center location in 2011, and a Resource & Respite Center in 2012. In 2013, HALO introduced the “Journey of Hope,” a long-term life change program for women, followed by a similar program for men in 2015. The organization also acquired properties to expand its services, including the Center of Hope in 2017 and the Thrift Store property in 2018. In 2023, HALO opened a homeless community laundromat to further support individuals in need.
